Louis Pappas
Founding Partner
Louis was an early employee at the shared e-scooter company Bird where he served as the Head of Transportation and Mobility Policy. He was also the Head of Public Sector Business Development at Via and worked on Uber’s Public Policy and Public Affairs team. Prior to entering the mobility space, Louis was a political appointee in the Obama White House and a member of President Obama’s advance team.
Louis is a graduate of the Yale School of Management and Willamette University.

Louis is an expert in shared and sustainable urban mobility. He has spent the last decade helping innovative mobility companies bring new products to market and create pilots and partnerships to create a cleaner, safer, and more equitable transportation sector. He uses his broad professional network to connect clean transportation service providers with end-users like cities and transit agencies. He has particular expertise in writing grants & competitive proposals.
Before founding Electric Avenue, Louis held business development and public affairs roles at Uber, Via Transportation, and Bird. He created and led Via’s public sector business development function, forming commercial partnerships with cities and transit agencies to use Via’s dynamic routing technology in transit fleets. At Bird, Louis headed the transportation and mobility policy portfolio as part of the central public affairs team. There, he made the policy case to cities and opinion leaders about shared micromobility’s synergies with public transport and other forms of clean mobility. As an early Uber public affairs team member, he helped the company expand to new markets and shape public policy.
Before entering the mobility space, Louis was a political appointee in the Obama-Biden White House and at the Office of Management and Budget (OMB). He also served as a member of President Obama’s advance team, where he planned and executed official presidential visits worldwide. At Electric Avenue, Louis has led client engagements across various emerging verticals, including sustainable last-mile delivery, e-cargo bikes, shared micromobility, microhubs, ride-hailing, EV charging, microtransit, AVs, and digital twin technology. Louis has an MBA from Yale School of Management and a bachelor's degree from Willamette University in Salem, Oregon.
Sarah Grossman-Greene
Managing Partner
Sarah spent more than five years at the Federal Emergency Management Agency (FEMA), where she served as a Deputy Director and Presidential Management Fellow in Emergency Preparedness & Resilience. She was also the VP of Strategy and head of Technical Product at Gotham Greens — a leading indoor farming company. She spent the early part of her career working in international development in West Africa & India.
Sarah is a graduate of the Harvard Kennedy School and Columbia University.

Sarah is a strategist, operations leader, and analytics wonk focused on building high-performing teams and intuitive tools and systems that propel businesses forward. Before joining EA, Sarah was the VP of Strategy & Head of Technical Product at Gotham Greens, one of North America’s largest and fastest-growing indoor farming companies, where she also served as the company’s first chief of staff.
During her tenure, she was responsible for developing much of the business, technology, and project management infrastructure that enabled the company to scale 4X in revenue and headcount.
During her time as Chief of Staff, Sarah embedded in and acted as the temporary head of the Marketing, Sales, and HR teams and served as a partner to the head of Operations. In each of those roles, she transformed the internal operations of those departments and led the recruitment and onboarding of new, seasoned leadership in preparation for the company’s rapid growth.
Before Gotham Greens, Sarah was a strategy and analytics advisor to the #3 official at the Federal Emergency Response Agency (FEMA), who ran the agency’s Resilience & Preparedness branches. At FEMA, Sarah was also a Presidential Management Fellow and deputy director of the agency’s strategic goal office.
At EA, Sarah has led engagements related to goods delivery, e-cargo bikes, micro & mini mobility, EV charging, AVs, and more.
Sarah spent the early part of her career working in international development in West Africa and India. She has a development economics-focused Master’s in Public Administration from Harvard Kennedy School and a bachelor's degree from Columbia University in New York.
